Minister of Public Works inaugurates “Effective Handling of Expert Reports” course

Minister of Public Works and Housing, Engineer Maher Abu Al-Saman, inaugurated a specialized training course entitled “Effective Handling and Evaluating Expert Reports in Construction Contract Disputes.” The course is being conducted by the Jordanian Arbitrators Association in cooperation with the Ministry and with the participation of a select group of arbitration and engineering experts in the Kingdom.

During the opening ceremony, Abu Al-Saman expressed his gratitude to the Association for their efforts in offering the course voluntarily, emphasizing that the initiative reflects a spirit of academic, professional, and national responsibility in supporting state institutions and raising the level of engineering and legal performance.

He pointed to the importance of the course in enhancing the professional and legal competence of the Ministry’s engineers in dealing with expert technical reports, especially given the increasing number of technical disputes in construction contract projects. He explained that this step is part of the Ministry’s efforts to strengthen the practical skills of its staff and develop their capabilities in managing and resolving contractual disputes.

The course is presented by the expert, international arbitrator and president of the Jordanian Arbitrators Association, Dr. Musleh Al-Tarawneh, with the participation of Engineer Muhammad Al-Zughair and Engineer Alaa Al-Hamaideh. Its activities continue for five days and include topics related to the legal framework of technical expertise in arbitration, the formal and substantive requirements of expert reports, in addition to analyzing reports of time extensions, financial compensations and bills of quantities, and explaining the methodologies for evaluating reports and the methods of discussing and challenging them before arbitration or judicial bodies.
